The latest achievements of research of Jiang Yating, a young teacher from the School of Public Management of IMU published in Management World, a first-class journal in management science

The latest achievements of research of Jiang Yating, a young teacher from the School of Public Management of IMU entitled How Can the Ecological Environmental Protection Supervision and Inspection Mechanism of the Central Government be Converted into Effects of Local Environmental Governance? A Study Based on Long-term Process Tracing at the Governance of Dahai Lake have been published in Management World, a first-class journal in management science. The research is completed by Doc. Jiang Yating (the first author) in collaboration with Associate Professor Du Yanqiang (the correspondent author) from the School of Public Management of Nanjing Agricultural University. IMU is the first organization of the completion of the research.

An academic journal run by the Development Research Center of the State Council, Management World is one of the first academic journals and one of the top 100 journals for social sciences designated by the State Administration of Press, Publication, Radio, Film and Television of the People’s Republic of China, an academic journal designated by the National Natural Science Foundation of China, and one of the first journals entitled to key sponsorship by the National Social Science Fund of China designated by the National Office for Philosophy and Social Sciences. The journal has been holding the first place among academic journals in management for years in the appraisal of the three major appraisal systems of journals in social sciences in China including the Peking University core journals, Chinese Social Sciences Citation Index (CSSCI) and China Humanities Social Sciences Journal (AMI); the journal is acclaimed as the only top-class journal in management science in the appraisal of journals by the Chinese Academy of Social Sciences. In 2022, Management World was selected as one of China’s most internationally influential academic journals for 2023 with its compound influence factor of 31.204 and journal comprehensive influence factor of 22.557.

The research focuses on the Ecological Environmental Protection Supervision and Inspection Mechanism of the Central Government, a major systematic innovation and reform initiative in the field of ecological governance in China, conducts long-term vertical tracing research into the governance of Daihai Lake in Inner Mongolia Autonomous Region with the strategy of process tracing for theory construction, and reveals the cause-and-effect mechanism of the way Ecological Environmental Protection Supervision and Inspection of the Central Government is formed. It is found in the research that the a cause-and-effect mechanism consisting of scenario construction, behavior adjustment and effects yielding exists between the ecological environmental protection supervision and inspection mechanism of the Central Government and the effects of local ecological environmental governance; among them, the key to the effects of the system lies in the logic of pressure-capability-motivation, which not only reflects the healthy operation of vertical relationship between the central and local governments in the trusting of environmental governance and agent mechanism, but also embodies the intrinsic unity of environmental protection and economic development. By innovatively identifying the cause-and-effect mechanism between system and effects of the ecological environmental protection supervision and inspection mechanism of the Central Government from the perspective of process study, the thesis not only contributes to better understanding of the way the advantages of the mechanism is materialized into effects of governance to provide reference and inspiration for promoting the modernization of ecological environmental governance system and governance capacity and developing models of ecological environmental governance with Chinese characteristics, but also provides direction for solutions to the dilemma of entrusting-agent in environmental governance in the Western languages context and forging theoretical thinking with meaning of Chinese discourse.

The research is sponsored by the Study of the Route of Incentive Effects and Influence of the Environmental Protection Supervision and Inspection of the Central Government on the Performance of Local Governments in Environmental Protection of the National Natural Science Foundation of China (72004105), Study of the Mechanisms and Theories of Synergistic Effects and Ways of Adjustment and Control of the Governance of Human Settlements in Rural Areas of the National Natural Science Foundation of China (42471305) and Study of Ecological Environmental Governance Behavior and Improvement of Performance of Local Governments under the Background of the Environmental Protection Supervision and Inspection of the Central Government of the Humanities and Social Sciences Foundation for Youths of the Ministry of Education (20JYC630049).

Jiang Yating graduated from the School of Management of Lanzhou University with a doctor’s degree in management science in 2018. In recent years Jiang has been in charge of one project sponsored by the Youths Program of the National Natural Science Foundation of China, one by the Humanities and Social Sciences Foundation for Youths of the Ministry of Education and one by the Natural Science Foundation of Inner Mongolia Autonomous Region, published one monograph through China Social Sciences Press, more than ten theses in CSSCI journals including Journal of Public Management, China Public Administration, Journal of Public Administration, Administrative Forum, Government Research Journal of Gansu Administration Institute, and has been awarded Excellent Doctoral Dissertation of Gansu Province, nomination for the Second Xia Shuzhang Excellent Doctoral Dissertation in Public Management for scientific research and a 2nd Prize of the Third Teaching and Innovation Contest of Teachers of Colleges and Universities in Inner Mongolia Autonomous Region and a Special Prize in the Third Teaching and Innovation Contest of Teachers of IMU for teaching.
