The 8th "Cyber Rule of Law 30-Person Forum in China" Was Held in IMU

On July 7, the 8th "Cyber Rule of Law 30-Person Forum in China" was held in Hohhot. This conference is hosted by the China Law Society Cyber and Information Law Society, and undertaken by the Law School of IMU. The theme of the forum was "30 Years of Cyber Rule of Law – A Review and Prospect." More than 80 leaders, experts and scholars from more than 50 scientific research institutions and universities such as the China Law Society, the Shanghai Law Society,China Cyberspace Research Institute, Hangzhou Cyber Court, Beijing Cyber Court, and National Industrial Information Security Development Research Center, as well as guests from units such as the Law Society, the People's Procuratorate, the Market Supervision Administration, and the Big Data Center in Inner Mongolia Autonomous Region, attended the conference.

Du Fenglian, Vice President of IMU, Jiang Wei, Vice President of the China Law Society, President of the China Law Society Cyber and Information Law Society, and Deputy Director of the Advisory Committee of the Supreme People's Court, Jiang Ping, Secretary of the party group and President of the Shanghai Law Society, and Qiao Xin, Vice President of the Inner Mongolia Autonomous Region Law Society, delivered speeches at the opening ceremony. The opening ceremony was presided over by Ding Peng, Dean of the Law School of IMU.

Du Fenglian extended a warm welcome and sincere gratitude to all guests attending the "Cyber Rule of Law 30-Person Forum in China " on behalf of IMU, and introduced the history, distinctive features, and achievements of IMU's law school. She pointed out that 2024 is the 10th anniversary of General Secretary Xi Jinping's proposal of the strategic goal of building a cyber power, the 30th anniversary of China's full-featured access to the international cyber, and also the 30th anniversary of cyber rule of law construction in our country. She expressed hope that this forum would be an opportunity for IMU to join hands with all sectors to deepen research and explore new governance models, contributing to the development of Digital China and a smart society.

Jiang Wei pointed out that China's cyber rule of law construction has achieved important historical achievements in the past 30 years, laying a solid foundation for governing the cyber according to law. We must earnestly implement the rule of law thoughts of President Xi Jinping, especially his important remarks on cyber rule of law, adhere to innovation while maintaining core principles, focus on addressing key issues, and continuously promote theoretical, institutional, and practical innovations to modernize the cyber rule of law system in a timely manner. At the same time, we should uphold the rule of law in managing, operating, and using the cyber, build a fair and standardized cyber governance ecosystem, ensure the healthy operation of the cyber under the rule of law, accelerate the construction of an cyber power through good laws and effective governance, and comprehensively build a modern socialist country.

Jiang Ping noted that digital technology is being integrated into all aspects of national governance and social economy, promoting deep-seated changes in legal research in dimensions such as concepts, ideas, logic and paradigms. During the 30 years of cyber rule of law construction, the legal community has accumulated many valuable experiences, which has become an important academic force to promote the development of cyber rule of law. We should creatively transform these experiences based on the absorption of advanced domestic and international practices, further strengthen research on data property rights protection and general artificial intelligence, particularly the legal rules related to large models.

Qiao Xin pointed out that General Secretary Xi Jinping's important thought on building a cyber power has charted the way forward for us. We must adhere to the leadership of the Party to ensure that the construction of cyber rule of law always proceeds on the correct track. He indicated that the Inner Mongolia Society of Law has always been committed to promoting the rule of law in Inner Mongolia Autonomous Region. In the field of cyber rule of law, we actively conduct research, organize forums and seminars, and the Digital Rule of Law Research Association of the Inner Mongolia Law Society is currently in preparation, dedicated to providing intellectual support for government decision-making and high-quality digital rule of law services to various sectors of society in Inner Mongolia Autonomous Region.

In the keynote speech and sub-forum sessions, the participating guests launched a profound and enthusiastic academic dialogue and ideological collision around the theme, put forward countermeasures and suggestions for promoting the improvement and innovation of China's cyber rule of law system, collectively contributing precious wisdom and strength to the construction and innovative development of cyber rule of law under the background of Chinese-style modernization.
