On the afternoon of December 20, 2021, IMU held a meeting for its carders, at which the decision to remove incumbent IMU president and appoint new IMU president was announced. Wu Limin was appointed member and deputy secretary of IMU CPC Committee and executive vice president of IMU. Chen Guoqin would not hold the posts of member and deputy secretary of IMU CPC Committee and president of IMU and was nominated for an advisor of Inner Mongolia Autonomous Region Government.
Zhou Kai, executive deputy director general of the Organization Department of Inner Mongolia Autonomous Region CPC Committee, addressed the meeting. Zhang Qin, deputy director general of the Organization Department of Inner Mongolia Autonomous Region CPC Committee, read the document for appointment and removal of Wu and Chen. Cheng Tao, deputy secretary of the Education Committee of Inner Mongolia Autonomous Region CPC Committee and deputy director general of Education Department of Inner Mongolia Autonomous Region, was present at the meeting. Liu Zhiyu, secretary of IMU CPC Committee, chaired the meeting.

Zhou Kai pointed out in his address that the decision to change IMU president, in which Comrade Wu Limin comes to IMU from Fudan University to replace Chen Guoqing, was made by the CPC Committee of Inner Mongolia Autonomous Region on the basis of the whole situation of the region and work of the region, for purpose of improvement of leading team of IMU and with careful and across-board consideration and considerate study. The CPC Committee of Inner Mongolia Autonomous Region thought highly of the efforts and achievements Comrade Chen Guoqing had made in the development of IMU since he became the president of IMU and sincerely thanked him for the contributions he had made for the development of the education of higher learning in Inner Mongolia Autonomous Region.

On behalf of the Organization Department of the CPC Committee of Inner Mongolia Autonomous Region, Zhou Kai made 3 demands for IMU CPC Committee and IMU’s future development. First, IMU should be politically right, strengthen the full CPC leadership of its work, continuously and deeply study and publicize Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and important elaborations of general secretary Xi Jinping on education work, and fully put into practice the spirit of the Sixth Plenary Session of the 19th National Congress of the CPC and that of the 11th CPC Congress of Inner Mongolia Autonomous Region. IMU should also continue to improve its ability of political judgment, political understanding and political execution, defend “two establishments(establishment of Xi Jinping as the core of the CPC Central Committee and establishment of Xi Jinping as the core of the CPC)”, enhance “four consciousnesses(consciousnesses to maintain political integrity, think in terms of the broader picture, follow the leadership core and keep in alignment with the CPC Central Committee)”, stay confident in the path, theory, system, and culture of socialism with Chinese characteristics and uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and uphold the Party Central Committee’s authority and its centralized and unified leadership. Zhou also said that IMU should uphold the commanding position of political building and take CPC building as its strong guarantee, really make the CPC leadership and CPC building go through the self-governance of the CPC, university administration and education of students at IMU. The university should sustain to cultivate talents for the CPC and the whole country and make the sense of the community for the Chinese nation rooted among the teachers and students of IMU. Second, IMU should focus on its “Double- First-Class Construction” and put into practice the spirit of the important addresses and instructions of general secretary Xi Jinping for Inner Mongolia Autonomous Region, especially the spirit of the instructions when he inspected IMU. The university should uphold the connotation development, better the quality of its education, teaching and cultivation of talents, innovate its institution to cultivate talents and strengthen the discipline development in the key fields. It should advance the “Double-First-Class Construction”, explore the effective pattern for the co-development of IMU by the Education Ministry and the autonomous region, and try to build IMU into a university with unique characteristics to provide scientific and technological talents for the high-quality development of Inner Mongolia during the 14th Five-Year Plan period. Third, IMU should improve its leadership and try to create a benign political environment. The university should go in the right political direction, truly put into effect the system under which the university president does his job under the leadership of the university CPC Committee and stick to democratic centralism. IMU should give full play to leaders as core and build the university leading team into one that has political integrity, bears the whole situation in mind, and strives to advance the development of IMU. The university should adhere to the organization path of the CPC in a new era, effectively build a better carder team and cultivate carders who are loyal to the CPC, clean and are willing to assume responsibility. IMU should advance its full and strict self-governance of the CPC, unswervingly do more to improve Party conduct at IMU, build a clean university and fight corruption at IMU so as to create a clean and upright environment.

When he stated the attitude of the leadership of IMU CPC committee to the change of the university’s president, Liu Zhiyu noted that the change of the university’s president by the CPC Committee of Inner Mongolia Autonomous Region fully showed that the regional CPC Committee cared much about and attached great importance to the development of IMU and that the regional Committee had great expectation for IMU. Liu said that IMU CPC committee firmly supported the decision mentally and in action and would stay true to its original aspiration, bear in mind its mission and instructions of Xi Jinping, general secretary of the CPC Central Committee, and keep thankful for the support it gets and strive forward for the development of IMU. Liu also said that under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, IMU would carry out and put into practice Xi Jinping’s thought on strengthening and bettering the way to deal with ethnic minority affairs, Xi Jinping’s elaborations on education and ideological and political work. Liu pointed out that IMU would uphold the CPC’s full leadership of its work, fully carry out the CPC’s principles for education, seriously fulfill the task to strengthen moral education among students, forge a strong sense of the community of the Chinese nation, continue to advance the development of IMU and break new ground in order to live up to the trust and entrustment of the regional CPC Committee and expectation of the whole region. Liu stressed that IMU CPC Committee would lead its staff and students of different ethnic groups to gather strength and strive forward. It would keep its focus, stick to reform and innovation, look for the truth and stay practical, and focus on only one goal to improve itself in its future. Liu said that the different leading teams of IMU would continuously and firmly strive for this goal and write a new chapter in its new journey with perseverance that “My team does not necessarily succeed but my team will play a role in the future success of IMU”. IMU would welcome the success of the 20th National Congress of the CPC with its excellent achievements.

Chen Guoqing recalled what had happened to the university since he became IMU’s president and the precious friendship between teachers and students and him in striving for IMU. He said that with the conceited efforts of the staff and students of IMU, the university continuously developed and advanced. Now IMU began to have a new era for its leap development. Chen said that he would, with the staff of IMU, seize the opportunities, strive forward and create a bright future for IMU.

Wu Limin, newly appointed deputy secretary of IMU CPC Committee and executive vice president of IMU, noted in his address that he thanked the regional CPC Committee for its trust and support for him. He felt it is an honorary mission and important responsibility to be executive vice president of IMU. He pointed out that as the first university established by the CPC and the central government in the ethnic minority areas after the founding of New China, IMU has a glorious history and important mission. For 64 years, with the efforts of generations of staff of the university, IMU has made great contributions to China’s education and its economic and social development. Wu stressed that in the new journey, IMU would, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully carry out the CPC’s principles for education and fulfill “four-serve” mission(four serves refers to serve the people, serve the CPC’s governance of the country, serve the consolidation and development of socialism with Chinese characteristics and serve reform and opening up and socialist modernization). Wu said that IMU should profoundly study and completely understand the important instructions of Xi Jinping, general secretary of the CPC Central Committee, when he inspected IMU, the spirit of his address about “building world-class universities with Chinese characteristics ” at Tsinghua University, carry out and put into effect the spirit of the Conference of the CPC Central Committee on Talents, the spirit of such documents of the Committee on Deepening Reform of the CPC Central Committee and the Ministry of Education as Advice on Advancing the Construction of World-Class Universities and Disciplines and Advice on Deepening Co-Building of Universities by Ministry of Education and Provinces to Improve the Quality of Universities Co-built by the Ministry of Education and Provinces. Starting in the new development period, Wu said, IMU should carry out new development philosophy, integrate itself into new development situation, seize key development opportunities and unite and lead its staff and students to advance its high-quality development and try its best to advance the university into a new development stage and make unremitting efforts to build IMU into a world-class university with its own unique characteristics.
