1st Forum on Building and Development of Green and Resilient Transportation Infrastructure

From August 23 to 25, 2023 the 1st Forum on Building and Development of Green and Resilient Transportation Infrastructure 2023 took place in Hohhot City. The forum was launched and hosted by IMU, supported by China Highway and Transportation Society and the Transportation Department of Inner Mongolia Autonomous Region(IMAR) and organized by the Transportation Institute of IMU and co-organized by over 40 universities and enterprises. The forum focused on “carbon neutrality and carbon peak”, took “building and development of green and resilient transportation infrastructure” as its theme and invited senior experts and leaders in the field to conduct discussions and exchange about further advancement of the development of green and resilient transportation infrastructure in China, promotion of the industry-university-and-research combination and transformation of technological research achievements in transportation, and technological development trend and local application of the achievements. The discussions were widely watched by the attendees of the forum and aroused their warm responses.

At 8.30 on August 24, the forum officially opened. Present at the opening ceremony were such 17 experts as Feng Shouzhong, director of the Laboratory of New Materials for Road Green Lighting and Security and Disaster Prevention, National Base for Science Popularization of Transportation, foreign academician of Russian Academy of Engineering, Wu Shapeng, chief scientist of materials science and engineering discipline of Wuhan University of Technology and foreign academician of Russian Academy of Natural Sciences, Prof. Huang Hongwei, chief scientist with the College of Civil Engineering, Tongji University and Changjiang Scholars Program, Prof. Guo Anxin, director of the discipline of disaster prevention and reduction engineering and bridge engineering and winner of the National Science Fund for Distinguished Young Scholars, Prof. Fan Jiansheng with Institute of Structural Engineering of the School of Civil Engineering of Tsinghua University and winner of the National Science Fund for Distinguished Young Scholars and Li Wei, deputy general manager of Transportation and Logistics of Aliyun and such leaders as Qiao Yun, deputy secretary general of China Highway and Transportation Society, Li Ying, deputy director general of the Education Department of IMAR, Li Xi, deputy general of the Transportation Department of IMAR, Zhang Xiang, secretary of the CPC Committee of Inner Mongolia Transportation Group Co; Ltd. and president of the company’s board of directors, Erdun Sunbur, deputy general manager of Inner Mongolia Transportation Group Co; Ltd., Sun Guoyi, deputy general manager of CCCC First Highway Engineering Group Co; Ltd., Liu Zhiyu, secretary of IMU CPC Committee, Gao Guanglai, member of IMU CPC Committee and vice president of IMU and Sun Zhiping, secretary of the CPC Committee of the Transportation Institute of IMU.

At the opening ceremony, Liu Zhiyu, secretary of IMU CPC Committee, delivered a welcome address. He said that the building of transportation is the important basis for the economic development and the pioneer of Chinese modernization. He pointed out that with the implementation of China’s strategy to strengthen the country with transportation the transportation industry was developing rapidly and project builders and scientific researchers, on the basis of their practice, closely followed  the latest technological development in the international transportation building, overcame difficulties after difficulties and set new records again and again to make the world-renowned achievements for the transportation building of China and contribute Chinese wisdom and Chinese experience to the sustainable development of global transportation. Liu said that the forum provided an opportunity of learning, improvement, exchange and cooperation for the building and development of the discipline of transportation. He hoped that the attendees of the forum would have extensive exchanges, help each other forward, seize the opportunities of the times and exchange with the experts in the field so that they could, on the new journey of building a transportation power, make progress together, reach consensus, plan for the development and make new achievements to contribute the wisdom and power of transportation to Chinese modernization.

Qiao Yun, deputy secretary general of China Highway and Transportation Society, pointed out in his address that the 14th -Five-Year-Plan period is the starting stage to build China into a transportation power, the period to accelerate the high-quality development of transportation and the period to optimize the structure and integrate development when the quality is improved. He said that transportation sector should fully implement the new development philosophy and attach great importance to green transportation and resilient development. Qiao said that the Transportation Department of IMAR and IMU had highly valued the high-quality development of transportation infrastructure and actively explored and practiced in green road and resilient improvement and made a series of innovative achievements that could be duplicated and popularized. In the new era, Qiao said, China Highway and Transportation Society would take new actions in promoting the development of transportation, take new measure to satisfy the practical needs of members of the society and the sector of transportation and take new responsibilities in assisting the building of a strong country with transportation and boosting the innovation-driven development system of highways.

Li Xi, deputy director-general of the Transportation Department of IMAR, stressed that at a new starting point the building of the key ecological shield in northern China and promotion of green and low-carbon transformation of transportation, played a very important role in ensuring the national ecological security, advancing the construction of beautiful China and facilitating the modernization in which humans and nature co-exist harmoniously. Li pointed out that the theme of the forum highly conformed to the green and low carbon transformation-a new development requirement for the transportation sector. He hoped that with this forum concerted efforts would be made to accelerate the application of new technologies, new process, new materials and new equipment in the green building of transportation infrastructure and improve the quality of the scientific achievements in transportation and support and accelerate the building of a transportation power with scientific innovation. Li said that “We are expecting the experts, scholars and our peers in transportation who are present at the forum can offer us your valuable opinions and suggestions, share your precious experience so as to make more innovative achievements in transportation applied and make our new contributions to booting the building of a transportation power.”

Zhang Xiang, secretary of the CPC Committee of Inner Mongolia Transportation Group Co; Ltd. and president of the company, pointed out in his address that on a new journey in a new era both his company and IMU had more high-quality and more sustainable development demand in advancing the building of green, low-carbon and resilient transportation infrastructure and realization of high-quality and sustainable development. Zhang said both parties could reinforce their all-around cooperation in information interflow, research and development, technological service, research achievement transformation, platform building and talent cultivation according to the principles of “Complementation of each other’s advantages, mutual benefit and win-win result, collaborative innovation and common development”. He said that both sides could give full play to their advantages in resources, deepen the industry-university-research-application integration and help IMAR accomplish “Five Tasks” and build the autonomous region into a model one. He also stressed that both IMU and his company should involve themselves into the building of green and low transportation infrastructure to make greater contributions to the green and low-carbon transformation in transportation.

Sun Guoyi, deputy general manager of CCCC First Highway Engineering Group Co; Ltd. and outstanding alumnus of IMU, pointed out in his address that against the context of “carbon neutrality and carbon peak” the forum that focused on the theme of “resilient improvement and green development” played a very important role in further advancing the resilient development of China’s transportation infrastructure and boosting the combination of industry, universities and research in transportation and transformation of technological research achievements. He said that CCCC First Highway Engineering Group Co; Ltd. would like IMU to join together to strengthen both sides’ cooperation, center on the country’s strategic needs and give play to their own advantages to carry out in-depth cooperation in talent cultivation, scientific innovation and green emergence and advancing the building of a transportation power. He finally wish the success and rich achievements of this forum and better development of IMU.

Bai Tuoya, member of IMU CPC Committee, deputy secretary of the CPC Committee of Transportation Institute of IMU and dean of the institute, chaired the opening ceremony.

In order to reinforce the capability to serve the social and economic development, improve the capability of collaborative innovation and cultivation of innovative talents in the field of transportation, integrate the innovation resources in the field of transportation of IMAR, boost the high-quality development of transportation of IMAR to provide support to accomplish “Five Tasks” and build IMAR into a model autonomous region, Gao Guanglai, Li Xi, and Erdun Sunbur signed on behalf of IMU, the Transportation Department of IMAR and Inner Mongolia Transportation Group Co; Ltd., the strategic cooperation agreement between IMU and the Transportation Department and that between IMU and Inner Mongolia Transportation Group Co; Ltd.. Gao Guanglai, vice president of IMU, conferred the appointment letter on the vice chairman of the academic board of the forum and Sunzhiping, secretary of the CPC Committee of Transportation Institute, conferred the appointment letter on the new industry supervisosr of postgraduate students.

During the speech delivery part, Academician Feng Shouzhong, Academician Wu Shaopeng, Prof. Guo Anxin, Prof. Huang Hongwei, Prof. Fan Jiansheng and Prof. Li Wei delivered the keynote speeches respectively titled “Key Technologies in Resilient Building and Green Operation of Highway Tunnels”, “Theory and Practice in Gradient Utilization of Steel Slag”,  “Approaches for Machine Learning in Evaluation of Anti-Seismic Resilience of Urban Bridge Network”, “Tunnels and Side Slopes of Transportation Infrastructure under Extreme Conditions”, “Major Problems of Steel Plate-Concrete Structure and Its Application in Transportation Infrastructure” and “Support of Digital New Infrastructure for Development of Resilient Transportation-Accelerating the Basic Building of Digital Capability of Properties”.

Prof. Zhang Gang with Chang’an University, Prof. Zhang Qinghua with Southwest Jiaotong University, Senior Engineer Li Jun with Inner Mongolia Road and Bridge Engineering Technology Testing Center, Prof. Xiong Wen with Southeast University, Prof. Li Guodong with IMU, Prof. Zhang Nan with Beijing Jiaotong University, Prof. Li Shunlong with Harbin Institute of Technology, Guo Meng with Beijing University of Technology, Guo Chaoyang, senior engineer with IMAR Academy of Transportation and Gao Yankui, senior engineer with Inner Mongolia Academy of Transportation Design Co; Ltd., delivered the academic speeches which are respectively titled “Design for Fire Resistance of Steel Bridges”, “Intelligent Monitoring of Performance of Steel Bridges Based on Nano-Coating Materials and New Sensing Technologies”, “Collaborative Emergency Management of Safety Monitoring and Controlling in Scientifically and Technologically Empowered Road Maintenance”,  “Methods to Analyze the Water-Proof Resilience of Bridges and Application Cases”, “High-Tenacity Concrete Materials-A Study of Multi-Scale Collaboration of Structure”, “Approaches to Identify the Damages of Cable-Stayed Bridges Based on the Integration of Cable Force Data”, “An Analysis of Vulnerability of Bridge Network” “A Study of Aging Mechanism of Bituminous Pavement and the Corresponding Prevention Technologies against the Strategy of Carbon Neutrality and Carbon Peak” “ The Application of Plant-Mix Hot Regeneration Technology of Large Dosage of Waste Bituminous Mixture” and “ Bridges over Huanghe River in Inner Mongolia”.

The speeches were respectively chaired by Prof. Huang Qiao of Southeast University, Prof. Huang Hongwei of Tongji University, Academician Wu Shaopeng of Wuhan University of Technology, Prof. Guo Anxin of Harbin Institute of Technology, Prof. Li Shunlong of Harbin Institute of Technology, Prof. Mandula of IMU, Prof. Zhang Gang of Chang’an University and Prof. Zhang Hong of IMU.

Bai Tuoya delivered a closing address. She pointed out that this forum was bound to play an active role in boosting the development of the discipline of transportation of IMU. She said that with the guidance and support of the authorities at higher level, care and help of enterprises and transportation field and everyone’s effort-, the forum would become better and better, would make more contributions to the high-quality development of the transportation of IMAR and the country and would offer wisdom and power to strengthening the country with education and transportation and fulfilling “Five Tasks” and building IMAR into a model autonomous Region.

The research achievements of transportation of IMAR were exhibited at the forum. China Journal of Highway and Transport, Inner Mongolia Road and Bridge Group Co; Ltd., Hohhot City Highway Engineering Co; Ltd., Inner Mongolia Yuantong Highway Technology Co; Ltd., Beijing Ruitai Transportation Technology Co; Ltd., Beijing Ruituo Technology Co; Ltd., Carbon Technology Group Co; Ltd., Inner Mongolia Gaojian Road and Bridge Co; Ltd. and IMU Highway Engineering Experiment and Testing Center, took part in the exhibition.

The attendees inspected S34 road’s(Hohhot New Airport Highway) overall planning, sand table, digital center for command and dispatch, numerically-controlled rebar processing plant and construction sites of bridge floor pavement and anti-collision walls.

The forum is supported by China Highway and Transportation Society and the Transportation Department of IMAR. It has gathered together the excellent talent resources and technological resources in the field of green and resilient development of transportation infrastructure of over 40 universities and enterprises, established the representative, professional and leading platform that combines academic exchange and application to make important contributions to boosting the industry-university-research combination, transformation of technological achievements, development of technologies concerned and practical application. China Highway and Transportation Society decides that the second forum will be hosted by IMU.
