From October 14 to 15, 2023, Chogjin, director  of Research Center for Ethnic Language and Culture Integration and Communication in North China（RCELCICNC） and member of Academic Division of Philosophy and Literature of Chinese Academy of Social Sciences(CASS), Research Fellow Bao Shengli with the Institute of Ethnology and Anthropology of CASS, Associate Research Fellow Zhu Jian, deputy director of the Research Office of Northern Borderland of China of the Institute of Chinese Borderland Studies of Chinese Academy of History, CASS, Qiao Biao, deputy secretary of the CPC Committee of IMU, Dahurbayar, director of the Office of Humanities and Social Sciences of IMU, Mi Yanqing, executive deputy director of RCELCICNC, Li Defeng and Alatan Borig, deputy directors of RCELCICNC, Feng Wenkai, director of the Office of RCELCICNC, went to Ergun for survey and jointly held, on behalf of the center, plate unveiling ceremony for the Practice Base for Culture of Northern Borderland and 1^st Form on Frontier-Garrisoning Culture with the CPC Committee of Ergun City and People’s Government of Ergun City and Hulunbuir Border Management Detachment(HBMD). The people concerned from the CPC departments and government departments of Ergun City and the border management detachment stationed in Ergun City including Wen Jinlei, secretary of the CPC Committee of Ergun City and Pan Wei, Political Commissar of HBMD participated in the above-mentioned activities.

IMU signed the cooperation agreement with the CPC Committee of Ergun City and the city’s people’s government on the joint building of the Practice Base for Culture of Northern Borderland and held the plate-unveiling ceremony for the base. Chogjin and other members of the center successively visited Ergun Museum, Enhe Russian Ethnic Xiang(Xiang is roughly equal to a town.), Mongolian Shiwei Sumu(Sumu is Mongolian referring to an administrative region between county and village), Revolutionary Outpost Base for Frontier-Garrisoning and Nation-Guarding Culture and the boundary river-Ergun River. Through listening to the introduction, watching videos, exchanging on the spot and inquiring on the site, the center members had an in-depth survey of the rich resources of frontier-garrisoning history and culture in Ergun.

Surveying

IMU, the CPC Committee and the People’s Government of Ergun City and Hulunbuir Border Management Detachment hosted the 1^st Forum on Frontier-Garrisoning Culture. Centering on the theme of “Building the brand of frontier-garrisoning culture and assisting the cultural development of northern borderland ”, the attendees of the forum got together to have an extensive and deep exchange and discussion in enriching the connotation of culture of northern borderland with frontier-garrisoning culture resources, combining building of national identity and forging of the strong sense of the community of the Chinese nation to strengthen the development of the identity culture of Chinese nationals, upholding the philosophy of “community with a shared future” to construct the common security culture among China, Mongolia and Russia, continuously digging and expanding the connotation and denotation of frontier-garrisoning culture, highlighting the uniqueness and value of the frontier-garrisoning culture in Ergun City, enhancing the exchange between frontier-garrisoning culture and other local cultures, fully digging the rich cultural resources of revolutionary culture, agricultural culture and frontier-garrisoning culture to construct the common spiritual home of the Chinese nation, deeply understanding the significance of the Outline of the Frontier-Garrisoning History in Ergun, strengthening the publicity of the typical figures and typical deeds in frontier-garrisoning culture, condensing the spiritual symbol of frontier-garrisoning culture, building the brand of frontier-garrisoning culture and mobilizing the force of different social strata to participate in the building frontier-garrisoning culture

Exchange and discussion

The survey and forum are a practical move to further accelerate the theme education on the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully put into practice the spirit of the key address given by Xi Jinping, general secretary of the CPC Central Committee, at the Symposium on Cultural Inehritance and Development, better take the cultural mission in a new era and fully forge a brand of “”Home Culture for Administration of Migrants in Northern Borderland”. They are very important to encourage the combined efforts of the party, government, police and ordinary people to garrison the borderland and promote the implementation and effectiveness of five tasks.
