Conference on Establishment of Inner Mongolia Institute for Energy and Carbon Neutrality Strategy & 1st High-Level Forum on Greenization and Digitalization of National Energy Bases of China

On August 8, 2023, the Conference on Establishment of Inner Mongolia Institute for Energy and Carbon Neutrality Strategy (IMIECNS) & the 1st High-Level Forum on Greenization and Digitalization of National Energy Bases of China(HFGDNEBC) which was hosted by IMU and Fudan University was held in Hohhot City. Present at the conference were Jinli, academician of Chinese Academy of Sciences(CAS) and president of Fudan University, Zhang Renhe, academician of CAS and vice president of Fudan University, Liu He, academician of Chinese Academy of Engineering(CAE) and professor with the Research Institute of Petroleum Exploration and Development,  He Guojun, director of Institute of ESG, HKU Business School and associate director of the Institute of China Economy, HKU Business School, Huang Yanbin, Class A inspector of the Department of Science and Technology of Inner Mongolia Autoomous Region(IMAR), Wang Min, member of the Committee on Education Work of IMAR CPC Committee, member of the CPC Group of the Education Department of IMAR and deputy director general of the Education Department of IMAR, Zhu Xiaojun,  member of the CPC Group of IMAR Federation of Social Sciences and chairman of the federation, Wu Limin, president of IMU, Qiao Biao, deputy secretary of IMU CPC Committee, Du Fenglian, vice president of IMU and the experts and scholars from Tsinghua University, Fudan University, Shanghai Jiaotong University, Beihang University, Zhejiang University and Huazhong University of Science and Technology. The conference was chaired by Du Fenglian.

Wu Limin delivered a welcome address at the conference. He said that the establishment of IMIECNS is a practical move to put into effect the “Five Tasks” assigned by Xi Jinping, general secretary of the CPC Central Committee to IMAR and build IMAR into a model autonomous region across the board and an active response to the innovation-driven development strategy proposed by IMAR CPC Committee and IMAR government.

Zhu Xiaojun said in his address that IMIECNS is bound to become an important academic platform for producing high-level basic theories and making strategic decisions in the field of energy, a high-level think tank in carbon neutrality and carbon peak and energy, and a high-level open platform for academic exchange, which plays an active role in energy and low carbon field.

Jin Li, academician of CAS, affirmed, in his address, the significance of the establishment of IMIECNS in better promoting the low-carbon transformation of energy and the modernization of energy bases in China. He hoped that Fudan University and IMU could deepen their cooperation to help IMAR further its opening up to the outside world and build itself into a key region of China to open to the country’s neighbors to its north.

Afterwards, Qiao Biao presided over the nameplate-unveiling ceremony and agreement-signing ceremony. Prof. Wu Libo with Fudan University, gave a detailed report on IMIECNS, Think Tank Alliance of Geenization and Digitalization of National Energy Bases and bases for the integration of industry and universities. Jin Li, Huang Yanbin, Wang Min and Wu Limin unveiled the nameplate of IMIECNS. Wu Limin conferred the appointment letter of IMIECNS’s honorary director on Zhang Renhe, academician of CAS and the appointment letter of the director of IMIECNS’s academic board on Liu He, academician of CAE. Then, the representatives of the member institutions of “China Think Tank Alliance of Greenization and Digitalization of National Energy Bases” signed the agreement and member institutions of IMIECNS signed the agreement.

After the ceremony, Zhang Renhe, academician of CAS, Liu He, academician of CAE and Prof. He Guojun, delivered their keynote speeches.

In the afternoon, the 1st HFGDNEBC held the closed-door round-table meeting and the forum of young scholars. At the round-table meeting, the leaders of the member institutions of the think tank alliance, top experts in energy and carbon neutrality at home, carried out closed-door discussions centering on the key problems in the greenization and digitalization of the energy bases, carbon peak of China and the major challenges in promoting carbon neutrality. Besides, the experts present at the meeting, made a plan for further joint research among universities, which started the cooperation and co-construction of the think tank alliance. At the forum of young scholars, the experts carried out the further exchanges and discussions about the coupling and correlation between the transformation of energy system and earth system, collective action for climate governance, metal footprint of renewable energy and its indirect cost, optimization of carbon capture technologies, low carbon transformation of power sector, adaptability of climate change and health benefits and distributed photovoltaic development.

IMIECNS is a research institution which is established with the support of Fudan University to put into practice one of the “Five Tasks” assigned by Xi Jinping, general secretary of the CPC Central Committee to IMAR-construction of the national key base for energy and strategic resources and promote the low-carbon transformation of the bases of energy and strategic resources to greenization and digitalization. Zhang Renhe, academician of CAS and vice president of Fudan University, acts as the honorary president of IMIECNS and Liu He, academician of CAE and professor with the Research Institute of Petroleum Exploration and Development, director of the Academic Board of IMIECNS. Prof. Wu Libo with Fudan University and Prof. Du Fenglian, vice president of IMU, jointly act as the president of IMIECNS.

IMIECNS concentrates on the key challenges in the greenization and digitalization of resource-oriented regions, takes the construction of the national base for energy as its research focus, carries out the multi-disciplinary key-problem research and conducts research of talent cultivation and consultancy to give full play to the discipline and research strengths of the universities in IMAR in such aspects as energy economy, climate change and low-carbon economy, resource saving and environment protection and big data and artificial intelligence. It gathers together the resources from the government, universities, enterprises and research institutions so as to form the new cooperation pattern of collaborative innovation of government, industries, universities, research and application and turns itself into a high-level think tank of exchange in carbon neutrality and carbon peak at the national and regional levels and a regional first-class influential institution that has such functions as consulting for government, integrating scientific research and teaching, building up academic edges and cooperating with other institutions.
