Law School
The Law School(formerly known as the Department of Law) of Inner Mongolia University(IMU) was established in 1981. In 1982, it officially began to enroll undergraduates in major of Law-the first institution of higher learning in education and research of law in Inner Mongolia Autonomous Region(IMAR). With 4 decades of development, the Law School has become the base for cultivating high-quality talents of law and the academic research center for law in IMAR. The school offers the master’s degree program of Law, the only one in IMAR and professional master’s degree program of Law, the first one in IMAR. Its major of Law has been selected as one of the first batch of regional-level brand majors by the Education Department of IMAR. In 2019, the major of Law was chosen as one candidate for the development of the first batch of national first-class undergraduate majors. In 2021, strongly supported by IMAR Communist Party of China(CPC) Committee, IMAR People’s Government and IMAR Commission for Discipline Inspection and IMAR Commission for Supervision and relying on the regional-level practice project for research and reform of new liberal arts “Fully Implementing Xi Jinping Thought on Rule of Law and Cultivating Talents of Discipline Inspection and Supervision for a New Era”, the major of Discipline Inspection and Supervision of IMU got approved by the Ministry of Education(MOE) as the first major of this kind in the country.
In 2022, the Law School began to enroll the undergraduates in the major of Discipline Inspection and Supervision which intends to cultivate high-level, versatile, professional and innovative talents who master professional basic knowledge of supervision law, acquire the practical ability of discipline inspection and supervision and have socialist philosophy of rule of law, ability and political integrity, which provides talents and wisdom for boosting the discipline inspection and supervision work in a new era. The courses for the major cover “general education courses”, “basic major courses”, “core major courses”, “elective major courses” and “scientific research training and comprehensive practice”. Besides such theoretical courses as compulsory courses and elective major courses, the major of Law offers such practice courses as the debating courses, mock trial trainings, social practice, experiments for judicial tests and professional internship.
The Law School has 1 regional key development discipline, 1 regional-level key research base for humanities and social sciences at universities, 4 regional-level Excellent Courses and 1 regional-level Teaching Team of Undergraduate Courses. In 2012, the Law School got approved as the Base for Education and Training of “Excellent Grassroots Law Talents in Western Areas of China”. In 2013, the Law School and IMAR People’s Procuratorate jointly set up the off-campus Practice Education Base for Law, which was approved by MOE as the National Off-Campus Practice Education Base for Students of Universities Affiliated to Provinces. In 2015, the professional master’s degree program of Law was designated as the pilot program for the reform of professional master’s degree program of Law in IMAR. In 2019, IMU Center for Research and Education of Intra-Party Regulations co-built by the General Office of IMAR CPC Committee, the Education Department of IMAR and IMU is based at the school. In 2021, the Supervisor Training Institute of IMU co-constructed by the Discipline Inspection Commission of IMAR CPC Committee and IMAR Supervision Commission and IMU was established with the support of the Law School.
The Law School has a staff of 59, 50 of which are full-time teachers. Among the teachers are 11 professors, 24 associate professors, 41 teachers with doctor’s degree, 3 PhD student supervisors and 41 master student supervisors. The school now has such scientific research institutions as Inner Mongolia Research Center for Local Legislature. At present, the faculty members of the school have 1 key research project and 4 ordinary research projects supported by the National Social Science Fund of China, 47 research projects(2 of which are key ones) supported by the provincial or ministerial-level research-funding organizations and more than 30 other research projects. Among its faculty members 1 is the vice-chairman of IMAR Law Society and 20 are the executive directors or directors of the national academic research institutions of law. The teachers of the school have widely got involved in social service. Some of them have been invited to get involved in the drafting of local regulations and laws and discussion and argumentation for key tough legal issues organized by regional-level judicial authorities. In 2023, 1 faculty member was elected as the advisor of the National Committee of Chinese People’s Political Consultative Conference, 1 member of the Standing Committee of IMAR People’s Congress and 1 advisor of IMAR Committee of Chinese People’s Political Consultative Conference. In recent years, the Law School has constantly promoted academic exchanges. There are over 30 attendances of academic exchanges at home and abroad by its faculty members every year. In recent 5 years, the teachers from the Law School have published 30 monographs and more than 90 academic articles in such top journals at home and abroad as Tribune of Political Science and Law and the Jurist. The faculty members of the school have won, for their research achievements, 1 first prize, 1 second prize and 2 third prizes of IMAR Government Awards for Excellent Achievements in Philosophy and Social Sciences. The school’s strength in research is looming large.
IMU Library and the reference room of the school has a collection of more than 140,000 law-related books which greatly satisfy the needs of teachers’ teaching and research and the students’ study at all levels.
In its 40-year history, the Law School has graduated over 4000 undergraduate students and more than 2400 full-time master students, most of which have played backbone roles in judicial organs, executive organs, legal service organizations and law teaching, and made its own contributions to the social and economic development and law construction in ethnic minority areas in the borderland of China or even the whole country.
At the 100th anniversary of the founding of the CPC when the 2nd centenary goal of China is to be realized and Chinese dream of the revitalization of the Chinese nation is to become real and in the process of completely putting into practice Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and thoroughly boosting the rule of law in China, the Law School will adhere to its education philosophy of “Basing Itself in Northern Borderland, Aiming at the Needs of the Country, Taking Talent Cultivation as Its Fundamental Task and Strengthening Itself with Its Distinctive Characteristics”, follow the university’s motto of “Seeking Truth and Being Pragmatic” and carry forward the university’s spirit of “Admiring True Knowledge and Pursuing Excellence” and try its best to build its discipline of law into a discipline which is superb in the western areas of China, uniquely characterized, greatly advantageous and influential in the country.
Supervisor Training Institute
Co-built by Inner Mongolia Autonomous Region(IMAR) Commission for Discipline Inspection and IMAR Supervision Commission and Inner Mongolia University(IMU), the Supervisor Training Institute of IMU was established on March 17, 2021.
The establishment of the institute is an important measure of IMU to completely study and implement the instructions of the Communist Party of China(CPC) Central Committee and Xi Jinping, general secretary of the CPC Central Committee to build a strong discipline inspection and supervision team that is politically qualified, loyal, honest, responsible, professionally able and brave and adept enough to struggle against breaches of law. It is also a specific move of IMU to thoroughly put into effect the series of deployments of the CPC Central Committee Commission for Discipline Inspection and the National Supervision Commission about the building of the cadre teams for discipline inspection and supervision and the stipulation by the national laws, an innovative measure of IMAR Commission for Discipline Inspection and IMAR Supervision Commission and a new way to pour more energy into cultivating, based on the actual conditions of IMAR, professional talents for discipline inspection and supervision to serve the economic and social development of IMAR.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Supervision Training Institute will follow IMU’s motto of “Seeking Truth and Being Pragmatic”, carry forward the university’s spirit of “Admiring True Knowledge and Pursuing Excellence” and make contributions to the development of the national and local teams for discipline inspection and supervision.
